In 1919, Japan was introduced to the classic and infamous work of antisemitic libel, “The Protocols of the Elders of Zion," by the (antisemitic) White Russians fighting alongside them against the (antisemitic) Communists. Apparently, the Japanese took the book and its claims of an incredibly powerful worldwide Jewish conspiracy seriously, but instead of inspiring them to hate and persecute the Jews, the book convinced them that the Jews were a potentially profitable (if very dangerous) resource.
Hence the name "The Fugu Plan," named after the fugu, a dangerous puffer fish that is a prized delicacy if prepared correctly, but deadly poison for all who eat it if the chef makes the slightest mistake. The Japanese decided to invite the Jews to settle in Japanese-occupied Manchuria, convinced that they would bring economic prosperity and uncountable wealth with them.
Despite being allied with Nazi Germany throughout World War II, Japan notably not only failed to persecute Jews, but even allowed many to escape into and through its territory, famously including the entire Mir Yeshiva, which settled in Shanghai before moving on to Jerusalem.
